Keaton Mills builds are designed against the National Construction Code, ABCB standards and Australian Consumer Law, with certification, warranty and council lodgement included in the standard turnkey package where applicable to the product. The detail of how that works is below.
Our 30ft and 40ft Class 1a homes are designed to the National Construction Code 2022 Class 1a standard for residential dwellings. Final certification is issued per build by the engaged private certifier.
Designed against the Australian Building Codes Board volume-1 and volume-2 requirements for structural, fire, energy efficiency and accessibility.
When the certifier or council requires engineering sign-off, Class 1a builds are reviewed by a registered Australian structural engineer who issues Form 15 (Compliance Certificate for Building Design — Queensland) or the equivalent form in your state, ready for lodgement.
A Nationwide House Energy Rating Scheme (NatHERS) assessment is produced for Class 1a builds where required by your local council — included in the turnkey package for those builds.
Class 1a council lodgement runs through an independent registered private building certifier in your state. Their independence from us is part of the compliance — they aren't our employee.

Australia’s primary building framework. Sets minimum requirements for safety, health, amenity and energy efficiency across all building classes. Class 1a covers detached residential dwellings; Class 10a covers non-habitable buildings such as site offices and sheds.
Each Keaton Mills home is built to a documented specification. No mystery imports, no grade substitutions without written client approval. Specifications below are the standard build — alternate grades and finishes are available where noted on each product page.

Council approval is part of the turnkey package. You don’t lodge anything yourself — we do it, with a registered private certifier, against the pre-engineered build.
Typically within 5–7 business days of deposit, we issue the engineering pack: floor plan, elevations, electrical layout, structural drawings, Form 15 (or state equivalent), soil report and NatHERS certificate where applicable to your build.
We engage a registered private building certifier (Queensland) or equivalent in your state to review and lodge. Their independence is part of the compliance — they aren’t employed by us.
The certifier lodges the Decision Notice with your local council. Turnaround is typically 15–25 business days but varies significantly by LGA and can be longer in peak season. We track and follow up weekly.
Once approval lands, the production schedule confirms. Manufacturing runs concurrent to council in most cases, so the approval arrives close to the dispatch date.
Oversize-load permits secured per state. Pilot vehicles arranged for routes that require them. Police escort where mandated.
If access is difficult — steep grade, narrow driveway, unsealed road — we run a survey before commitment and price the crane / setup against actual conditions.
Plumbing and electrical connections completed by licensed trades, with a Certificate of Compliance left with the owner at handover.
